What a number plate tells you

The state

The first two letters identify the state or union territory of registration, like RJ for Rajasthan, MH for Maharashtra or DL for Delhi.

The RTO district

The one or two digit number after the letters points to the Regional Transport Office district, which maps to a specific city or area.

Where, not who

Together the letters and number are the RTO code, telling you where a vehicle is registered. They never reveal the owner. That data is private.

What does an RTO code mean?

An RTO code is the first part of an Indian number plate, two letters for the state or union territory and a one or two digit number for the Regional Transport Office district where the vehicle was registered. For example, RJ14 means the vehicle was registered at the Jaipur (South) RTO in Rajasthan.

Can I find the owner of a vehicle from the number plate?

No. Owner personal details like name, address and phone number are protected and are not public. This site only decodes the RTO office, city and state a plate is registered in. For limited official record details, use the government mParivahan app or the VAHAN portal, which do not reveal owner contact details either.

How do I read a number plate?

Indian plates follow the format SS DD X(X) NNNN: a two letter state code, a district RTO number, one or two series letters, and a unique number. The first two letters and the number are the RTO code, which tells you where the vehicle is registered.
